COMUNICADO DE LA COMUNIDAD
DE ESTADOS LATINOAMERICANOS Y CARIBEÑOS (CELAC) SOBRE LA SITUACIÓN EN SIRIA
La Comunidad de Estados Latinoamericanos y Caribeños (CELAC)
lamenta profundamente la pérdida de vidas humanas y expresa su más seria
preocupación por la situación en la República Árabe Siria, y
por los peligros que puede entrañar para la región del Oriente Medio y para la paz y la seguridad
internacionales.
La CELAC manifiesta su más enérgico repudio al uso de armas químicas y de
cualquier otra arma de destrucción en masa, independientemente de donde éstas se empleen
y de quién las emplee, y
sus Estados miembros ratifican su pleno compromiso con la Convención sobre la
Prohibición del
Desarrollo, Producción, Almacenaje y Uso de Armas Químicas y sobre su
Destrucción.
Por tanto, exhorta a todos aquellos que cuenten con
evidencias probadas del empleo de armas químicas en Siria y de quienes hacen uso de ellas, las
entreguen a los mecanismos de investigación dispuestos por las Naciones Unidas,
como contribución a que los hechos se esclarezcan plenamente y se prevengan consecuencias.
Pide al Consejo de Seguridad que con base en sus facultades y en el informe de la Misión de Investigación de las
Naciones Unidas, intensifique sus esfuerzos por la paz para que cesen las agresiones y concluye que de
verificarse el uso de armas químicas los responsables de estos hechos no deben
quedar impunes. La CELAC recuerda que cualquier acción sólo puede emprenderse
por el Consejo de Seguridad, en conformidad con la Carta de las Naciones
Unidas.
La CELAC, que reitera su vocación de paz y de
respeto a los principios consagrados en la Carta de las Naciones Unidas y el
Derecho Internacional, incluido el Derecho Internacional Humanitario, exige el
inmediato cese de la violencia y que se proteja a la población civil, y hace
un firme llamado para que se ponga fin al suministro de armamentos hacia el
territorio sirio y a todas las partes para que eviten la agresión y los ataques
contra la población civil, y para que creen las condiciones a fin de que se avance hacia una
solución política negociada
al conflicto en Siria, que ha costado la vida a miles de personas inocentes.
En este contexto, la CELAC exhorta al Secretario
General de las Naciones Unidas a continuar sus esfuerzos para lograr el fin del
conflicto y reitera su apoyo a Lakdar Brahimi, Representante Especial de la ONU
y la Liga Árabe y a la
convocatoria de una conferencia internacional sobre la situación en Siria.”

COMMUNIQUÉ
OF THE LATIN AMERICAN AND CARIBBEAN STATES (CELAC) ON THE SITUATION IN SYRIA
The Community of Latin American and Caribbean (CELAC) deeply regrets the
loss of human life and expresses its greatest concern for the situation in the
Arab Republic of Syria and for the dangers it may entail for the region of the
Middle East and for international peace and security.
CELAC affirms its most resolute rejection of the use of chemical weapons
and any other weapon of mass destruction, regardless of where it is used and
who uses it, and its Member States confirm their full commitment to the
Convention on the Prohibition of the Development, Production, Stockpiling and
Use of Chemical Weapons and on their Destruction.
Therefore, it requests that all those who have proven evidence of the use
of chemical weapons in Syria and of who has used them, to make it available to
the investigation mechanisms created by the United Nations, as a contribution
to the full clarification of the facts and to the prevention of further
consequences.
It requests the Security Council, on the bases of its faculties and of the
Report of the UN Investigation Mission, to intensify its efforts for peace so
the aggressions would cease, and concludes that if the use of chemical weapons
is verified, those responsible should not remain unpunished. CELAC recalls that
any action can only be carried-out by the Security Council, in conformity with
the Charter of the United Nations.
CELAC, reiterating its support for peace and respect for the principles
enshrined in the United Nations Charter and International Law, including
International Humanitarian Law, demands the immediate cessation of violence and
the protection of the civilian population, and firmly calls for the avoidance
of all provision of weapons to the Syrian territory and calls the parties to
prevent the aggression and attacks against the civilian population, as well as
to create conditions that would advance towards a political negotiated solution
to the conflict in Syria, that has cost the lives of thousands of innocent
people.
In this
context, CELAC calls upon the United Nations Secretary General to continue his
efforts to achieve an end to the conflict and reiterates its support to Mr.
Lakhdar Brahimi, Special Representative of the UN and the Arab League, and for
the convening of an international conference on the situation in Syria.
